Honestly, she's expecting the kiss at this point, but not the way he touches her cheek first. Blushing... might happen before he actually kisses her (get it together, Barry, you're a grown woman), but that's fine. Because she forgets about it when he actually does kiss her.

She's the one to deepen the kiss, curl an arm around his neck and press closer because hey, if something's worth doing then it's worth going all in. (Or something.) Hopefully no one else decides to come in to the Foundry right now, that would be awkward.
